Quality Progressions is a non-profit 501(c)(3) Supports Coordination Organization (SCO) that currently services Southeastern and Northern Pennsylvania that locates, coordinates, and monitors supports and services for individuals with intellectual disabilities. With over 16 years of experience as an SCO, we have supported over 3,000 individuals in achieving employment, participating in their local community, and making meaningful choices in their lives. MISSION STATEMENT
Our mission is to be people-driven, committed, and progressive in our relationship to individuals with intellectual disabilities and their families.
HISTORY
Founded in 2004 by Joel Goldberg, Quality Progressions is an independent, progressive, and outcome-oriented SCO. One month after being awarded a contract from the Bala Cynwyd Office of Intellectual disAbility Services (IDS), Quality Progressions opened with a fully bilingual staff, providing services in both English and Spanish to Philadelphia residents. Today, we provide services to individuals age 3 and older who are registered with County Administrative Entities (AEs) throughout all of Eastern Pennsylvania.
Now in our 16th year, we continue to be one of the top rated SCO’s, and the 2nd largest in the state of Pennsylvania. The individuals that we support, their families, County Offices, and the Office of Developmental Programs continue to recognize Quality Progressions for the outstanding services that we provide. We continue to serve people in 14 counties.
This year we allocated $482,000 for FDSS to serve close to 500 people. We raised $4700 for gift cards that were issued in $25 allocations to 188 families.
“Angelo’s Toys of Joy” (Quality Progressions Holiday Toy Drive) was successful once again this year. QP SC Supervisor’s Allison Humphries and Heather Shanefield headed the program this year and were able to fill toy requests for more than 200 of the children the Quality Progressions supports.

- Making choices about who they are, where and how they live, and what they will do
- Developing, maintaining, and nurturing relationships with the people most important in their lives
- Participating and being fully included in their community.
GET INVOLVED
Quality Progressions' Advisory Committee is comprised of individuals, family members, staff, and industry professionals. Each month the committee meets in our Bala Cynwyd Office to share resources, provide Quality Progressions with valuable feedback, and learn about community supports and programs. All are welcome and encouraged to attend — including individuals and families that we do not support.
